Rand is a male Rattata and cleaner/repair specialist. He's sick of being confused for Tiny, and he appeared briefly in Why a Pikachu? alongside Rusk. It's possible that his machinations have saved Plaisir for disaster multiple times, and yet have gone unnoticed. Hastur's mental powers have no effect on him. He once flew away on a party balloon and had to be rescued.
